CPLAN 2020 - Strategic Plan for Collin County
HOUSING
HOUSING – Short Term
1.1.1 Enhance access to rapid rehousing and permanent supportive housing units and enhance landlord engagement and incentives.
1.1.2 Research and benchmark creative housing strategies (e.g., new sustainable housing options, incentives) that cities can take to support housing alternatives.
1.1.3 Convene Summit to discuss best practices and assist with development of city owned plans as well as countywide measures.
HOUSING – Long Term
1.2.1 Work with cities to develop long-term goals for affordable housing, using creative housing strategies and housing incentives
1.2.2 Work with the Coalition as well as county-wide policymakers to remove barriers and implement long-term goals for assisting with affordable housing plans.
1.2.3 Make measurable improvement in affordable housing supply and lower the average cost of housing in Collin County.
COORDINATION
COORDINATION – Short Term
2.1.1 Expand capacity and coverage of the Coordinated Access System (CAS) and Documentation of Priority Status (DOPS).
2.1.2 Develop a well-written comprehensive strategy of goals and outcomes to end homelessness and share with the general public, policymakers and corporations to build support.
COORINATION – Long Term
2.2.1. Develop an annual report card for Collin County community that not only measures the number of people who are homeless, but also measures progress toward key goals to prevent homelessness and assist those who are homeless.

RESOURCES – Short Term
3.1.1 Educate and collaborate more closely to increase HUD funding through the Continuum of Care.
RESOURCES – Long Term
3.2.1 Build sustainable funding model of public and private resources to end homelessness through federal funding, local foundation and corporate support, and local city and county support.

SUPPORT – Short Term
4.1.1 Conduct a feasibility assessment of homeless prevention, diversion & outreach programs and/or system infrastructure to implement county-wide.
4.1.2 Integrate and expand Collin County Resource Center(s) with resources, services and technical assistance.
4.1.3 Train all stakeholders on DEI (diversity-equity-inclusion) and ensure all stakeholders set diversity goals that mirror the population served.
4.1.4 Conduct a feasibility assessment for both a short-term emergency shelter system with various solutions as well as a permanent emergency shelter solution.
SUPPORT – Long Term
4.2.1 Create comprehensive homeless prevention, diversion & outreach program, especially for the most vulnerable, and measure its progress over time.
4.2.2 Once Resource Centers are operating, track utilization and waiting lists to better inform areas needing support (e.g., mental health).
4.2.3 Ensure the homeless and those at risk of homelessness are considered priority populations within discussions for public transportation.
4.2.4 Create an emergency shelter system to support immediate housing need.
4.2.5 Determine permanent emergency shelter and transition solution.
